Revelation 17 meaning explained in AI Summary

Chapter 17 of Revelation presents a vivid and symbolic vision of the judgment against "Babylon the Great," often interpreted as a symbol of worldly corruption and opposition to God.

  • The Woman on the Beast (v. 1-6): An angel shows John a woman dressed in purple and scarlet, adorned with gold and jewels, and riding a scarlet beast with seven heads and ten horns. This woman represents a corrupt and powerful entity, drunk on the blood of the saints and martyrs.
  • The Mystery Revealed (v. 7-18): The angel explains the symbolism to John. The seven heads represent seven mountains and seven kings. The beast represents a powerful empire that will briefly disappear and then reappear. The ten horns represent ten kings who will receive power alongside the beast and wage war against the Lamb (Jesus). The woman is identified as "Babylon the Great, the mother of prostitutes and of the abominations of the earth."
  • Babylon's Destruction (v. 16-18): The angel reveals that the ten horns will turn on Babylon, destroying her and leaving her desolate. This destruction is God's judgment on her wickedness and persecution of his people.

Key Themes:

  • Judgment on Wickedness: The chapter emphasizes God's judgment on wickedness, particularly the persecution of his people. Babylon's luxurious lifestyle and power are ultimately fleeting in the face of divine justice.
  • The Sovereignty of God: Despite the apparent power of Babylon and the beast, the chapter emphasizes that God is ultimately in control. He will use even the beast's own allies to bring about its destruction.
  • Hope for the Faithful: While the imagery is frightening, the chapter ultimately offers hope for the faithful. Babylon's destruction represents the triumph of God's kingdom and the vindication of his people.

Interpretations:

The interpretation of Babylon the Great varies among different Christian traditions. Some see it as a literal city (perhaps Rome), while others interpret it more symbolically as representing worldly power, corruption, and opposition to God.

Regardless of the specific interpretation, Revelation 17 serves as a powerful reminder of God's judgment on wickedness and his ultimate victory over evil.

Revelation 17 bible study ai commentary

Revelation 17 details the divine judgment upon "Babylon the Great," a symbolic entity representing a corrupt, idolatrous world system. The chapter vividly portrays this system as a wealthy prostitute allied with the beast (the Antichrist's political empire). It reveals her seductive global influence, her persecution of God's people, and her shocking, violent destruction at the hands of the very political powers she once controlled, all orchestrated by God's sovereign will.

Revelation 17 context

The immediate historical context is the Roman Empire in the late first century. Rome was known as "the city on seven hills" and was the center of immense wealth, global power ("dominion over the kings of the earth"), and pagan worship, including the imperial cult which demanded worship of the emperor. The language of a "prostitute" or "harlot" is drawn directly from the Old Testament prophets (like Isaiah, Jeremiah, and Ezekiel), where it was used as a powerful metaphor for religious apostasy and covenant unfaithfulness, particularly when Israel turned from God to worship idols and form faithless political alliances. Revelation 17 applies this prophetic language to the supreme anti-God system of its day, Rome, while also setting a timeless paradigm for any worldly system that seduces people away from God.

Revelation 17:1-2

Then one of the seven angels who had the seven bowls came and said to me, “Come, I will show you the judgment of the great prostitute who is seated on many waters, with whom the kings of the earth have committed sexual immorality, and with whom the inhabitants of the earth have become drunk with the wine of her sexual immorality.”

In-depth-analysis

  • The Angel: One of the seven bowl-judgment angels (Rev 15-16), linking this vision directly to God's final wrath.
  • Great Prostitute (Gr. porneĚ„s teĚ„s megaleĚ„s): This is not a literal person but a symbolic representation of a corrupt system. In the Bible, prostitution or harlotry frequently symbolizes spiritual unfaithfulness and idolatry. She is "great," signifying vast influence.
  • Seated on many waters: The vision itself interprets this in v.15 as "peoples, multitudes, nations, and languages," signifying her global dominion and influence.
  • Sexual Immorality (Gr. eporneusan): Symbolic of idolatrous alliances and unholy relationships between the world's political powers ("kings of the earth") and this seductive system.
  • Drunk with the wine: Drunkenness symbolizes delusion, irrationality, and a loss of moral judgment. The world is intoxicated by her allure (materialism, false ideology, etc.), unable to see the truth.

Bible references

  • Jer 51:13: "O you who dwell by many waters, rich in treasures, your end has come..." (Direct parallel for Babylon).
  • Jer 51:7: "Babylon was a golden cup in the LORD’s hand, making all the earth drunken; the nations drank of her wine..." (Source of the 'drunken' metaphor).
  • Nah 3:4: "...because of the multitude of the whoredoms of the well-favored harlot, the mistress of witchcrafts, that selleth nations through her whoredoms..." (Describes Nineveh as a harlot influencing nations).
  • Isa 23:17: "...Tyre...will play the harlot with all the kingdoms of the world on the face of the earth." (City personified as harlot for economic reasons).

Cross references

Eze 16:15-35 (Israel as a prostitute); Hos 2:5 (Spiritual adultery); Rev 14:8 (Babylon made nations drink wine of her immorality); Rev 18:3 (Similar wording on nations being deceived).

Revelation 17:3

And he carried me away in the Spirit into a wilderness, and I saw a woman sitting on a scarlet beast that was full of blasphemous names, and it had seven heads and ten horns.

In-depth-analysis

  • Wilderness: A place of desolation and judgment. This contrasts with the woman of Revelation 12, who fled into the wilderness for divine protection. Here, the wilderness is the harlot's domain and the place of her final doom.
  • Scarlet beast: The color scarlet represents both luxury and sin (Isa 1:18). This is the same beast from Revelation 13 (the Antichrist's political/military empire), but its color now emphasizes its sinful, gaudy nature.
  • Full of blasphemous names: A direct affront to God. In the Roman context, this reflects the divine titles claimed by emperors (e.g., Divi filius - "Son of God"). The beast's system demands worship that belongs only to God.
  • Seven heads and ten horns: This links the beast directly to the beast of Revelation 13:1 and the fourth beast of Daniel 7, representing its full manifestation of power and its final confederation of rulers.

Bible references

  • Rev 13:1: "And I saw a beast rising out of the sea, with ten horns and seven heads...and on its heads were blasphemous names." (Identifies this as the same beastly power).
  • Dan 7:7, 20, 24: Describes a terrifying fourth beast "with ten horns," which is interpreted as a final, terrible kingdom. (The prophetic source of the beast imagery).

Cross references

Rev 12:6 (Woman in wilderness for protection); Isa 21:1-2 (Prophecy against "the wilderness of the sea," i.e., Babylon); Mat 4:1 (Jesus led into wilderness for temptation, a contrast).

Revelation 17:4

The woman was arrayed in purple and scarlet, and adorned with gold and jewels and pearls, holding in her hand a golden cup full of abominations and the impurities of her sexual immorality.

In-depth-analysis

  • Purple and scarlet: Colors of royalty, power, and extreme wealth in the ancient world. They are also, ironically, colors associated with the priestly garments and the Tabernacle, making her a grotesque parody of true worship.
  • Adorned with gold...: Emphasizes her immense materialism and seductive opulence. She promises wealth and luxury to her followers.
  • Golden cup: On the outside, it appears valuable and enticing (like the "golden cup" in Jeremiah's prophecy), but its contents are what truly define her.
  • Full of abominations (Gr. bdelugmatoĚ„n): This word is strongly associated with idols and idolatrous practices that are detestable to God. Her appeal hides profound spiritual filth.

Bible references

  • Rev 18:16: "'Alas, alas, for the great city that was clothed in fine linen, in purple and scarlet, adorned with gold, with jewels, and with pearls!'" (Describes the same system's wealth).
  • Jer 51:7: "Babylon was a golden cup in the LORD’s hand..." (Direct Old Testament source).
  • Exo 28:5-6, 15-21: The High Priest’s garments were made with gold, purple, and scarlet for God’s glory. The harlot's clothing is a corrupt imitation.

Cross references

Dan 11:38 (Antichrist honoring a god with gold and silver); Eze 28:13 (King of Tyre adorned with precious stones).

Revelation 17:5

And on her forehead was written a name of mystery: “Babylon the great, mother of prostitutes and of earth’s abominations.”

In-depth-analysis

  • On her forehead: In contrast to God’s people who are sealed on the forehead (Rev 7:3; 14:1), she and her followers are marked with a name representing ownership by evil. Roman prostitutes sometimes wore headbands stating their names.
  • Mystery (Gr. mysteĚ„rion): In the New Testament, this refers to a truth hidden in the past but now divinely revealed. This is not just a city; she is the spiritual archetype of organized, seductive, world-ruling rebellion against God.
  • Babylon the great: Links this system to the historical Babylon, the archetype of pride, idolatry, and defiance against God (Gen 11, Dan 4).
  • Mother of Prostitutes: She is the origin, the source from which all other forms of spiritual adultery and idolatry spring.

Bible references

  • 2 Thess 2:7: "For the mystery of lawlessness is already at work." (Parallel concept of a hidden, evil spiritual reality).
  • Dan 4:30: "Is not this great Babylon, which I have built by my mighty power as a royal residence and for the glory of my majesty?" (Echoes the pride of Nebuchadnezzar's Babylon).

Polemics

Scholars note this as a polemic against Rome, which saw itself as a civilizing "mother" to the world, offering the Pax Romana (Roman Peace). Here, she is revealed as a corrupting mother of harlots, offering spiritual death.

Revelation 17:6

And I saw the woman, drunk with the blood of the saints, the blood of the martyrs of Jesus. When I saw her, I marveled greatly.

In-depth-analysis

  • Drunk with the blood of the saints: The system is not just seductive; it is violently hostile to God's people. Her revelry is fueled by persecution. This would have been a potent image for first-century Christians facing Roman persecution under emperors like Nero and Domitian.
  • Martyrs (Gr. martyroĚ„n): The Greek word means "witnesses." Those who were killed for their witness to Jesus.
  • I marveled greatly: John is utterly astonished, not in admiration, but in horrified shock at the sheer scale of this entity's evil, her opulent appearance, and her bizarre relationship with the monstrous beast she rides.

Bible references

  • Rev 18:24: "And in her was found the blood of prophets and of saints, and of all who have been slain on earth." (Reinforces her guilt).
  • Rev 6:9-10: "I saw under the altar the souls of those who had been slain for the word of God... They cried out with a loud voice, 'O Sovereign Lord...how long before you...avenge our blood?'" (Shows the justice being sought for this crime).
  • Dan 7:21: "As I looked, this horn made war with the saints and prevailed over them." (Old Testament prophecy of the beast's persecution).

Revelation 17:7-8

But the angel said to me, “Why do you marvel? I will tell you the mystery of the woman, and of the beast with seven heads and ten horns that carries her. The beast that you saw was, and is not, and is about to come up from the bottomless pit and go to destruction. And the dwellers on earth whose names have not been written in the book of life from the foundation of the world will marvel when they see the beast, because it was, and is not, and is to come.”

In-depth-analysis

  • The Beast... was, and is not, and is about to come: A satanic parody of God's eternal nature ("who was and is and is to come," Rev 1:4, 8). This cryptic phrase is often interpreted in several ways:
    1. An empire that existed (Rome), seemingly vanished, and is revived in the end times.
    2. The "Nero Redivivus" myth: A belief that Emperor Nero, who died in AD 68, would miraculously return to life to rule again. This would be a powerful contemporary reference.
    3. A specific demonic spirit that has empowered empires throughout history.
  • Bottomless pit (Gr. abyssou): The abyss. This identifies the beast's origin as demonic, not merely human.
  • Go to destruction (Gr. apoĚ„leian): Its destiny is sealed. Despite its apparent power, it is doomed to eternal ruin.
  • Dwellers on earth: A term in Revelation for unredeemed humanity who are aligned with the worldly system, in contrast to those whose citizenship is in heaven.
  • Book of Life: Contains the names of the elect, chosen "from the foundation of the world." Their eternal security prevents them from being deceived by the beast.

Bible references

  • Rev 1:8: "I am the Alpha and the Omega,” says the Lord God, “who is and who was and who is to come, the Almighty." (The divine attribute the beast mimics).
  • Rev 11:7: "the beast that comes up from the bottomless pit will make war on them..." (Connects the abyss-beast to the persecution of the two witnesses).
  • 2 Thess 2:3: "...the man of lawlessness is revealed, the son of destruction (apoleias)." (The Antichrist is destined for destruction).
  • Rev 13:8: "...everyone whose name has not been written before the foundation of the world in the book of life of the Lamb who was slain." (Reinforces who worships the beast).

Cross references

Rev 9:11 (Abaddon/Apollyon is king of the abyss); Rev 20:1-3 (Satan bound in the abyss).

Revelation 17:9-11

“This calls for a mind with wisdom: the seven heads are seven mountains on which the woman is seated; they are also seven kings, five of whom have fallen, one is, and the other has not yet come, and when he does come he must remain only a little while. As for the beast that was and is not, it is an eighth but it is one of the seven, and it goes to destruction.

In-depth-analysis

  • A mind with wisdom: An invitation to the reader to seek divine understanding for this difficult prophecy.
  • Seven mountains: The most direct and famous historical allusion in Revelation. Rome was universally known in the ancient world as "the city on seven hills." This anchors the original symbol in the Roman context.
  • Seven kings: The interpretation becomes more complex. Common views:
    1. Roman Emperors: A succession of emperors. The counting is difficult ("five have fallen, one is"), as lists could start with Julius Caesar or Augustus, and short-reigning emperors might be omitted.
    2. World Empires: A sequence of major world kingdoms that oppressed God's people (e.g., Egypt, Assyria, Babylon, Persia, Greece, Rome ("one is"), and a final revived empire to come).
  • The beast... is an eighth but it is one of the seven: This enigmatic phrase suggests the final form of the beastly kingdom (the eighth) is a revival or embodiment of one of the previous seven (e.g., Nero revived, or a revived Roman-style empire), making it both new and old. It ultimately shares the same destiny: destruction.

Bible references

  • Dan 2 & 7: Provides the model of interpreting successive world empires through symbolic imagery.
  • Rev 13:3: "One of its heads seemed to have a mortal wound, but its mortal wound was healed..." (Parallels the "was and is not" idea, suggesting a revival of power).

Polemics

Many futurist scholars lean toward the world-empires interpretation, seeing Rome as the sixth kingdom. The seventh is a transitional form, and the eighth is the final kingdom of the Antichrist, which will have a Roman character. Preterist scholars strongly hold to the Roman emperor view, identifying the "one is" with the emperor reigning when they date the book (often Vespasian or Domitian).

Revelation 17:12-14

And the ten horns that you saw are ten kings who have not yet received royal power, but they are to receive authority as kings for one hour with the beast. These are of one mind, and they hand over their power and authority to the beast. They will make war on the Lamb, and the Lamb will conquer them, for he is Lord of lords and King of kings, and those with him are called and chosen and faithful.”

In-depth-analysis

  • Ten kings: A future confederation of rulers who will form the political backbone of the Antichrist's empire.
  • Have not yet received royal power: At the time of John's vision, their rule is still future.
  • One hour with the beast: "One hour" signifies a very brief but specific period of intense, shared authority at the height of the end times.
  • Of one mind: A supernatural unity of purpose focused on empowering the Antichrist.
  • Make war on the Lamb: Their ultimate goal is to challenge Christ himself. This is the central conflict of the end times, culminating at Armageddon.
  • The Lamb will conquer them: The outcome is never in doubt. Christ’s victory is absolute and predestined.
  • Lord of lords and King of kings: A title of ultimate sovereignty for God in the OT (Deut 10:17) and applied here to Jesus Christ, affirming his deity and supreme authority.

Bible references

  • Dan 7:24: "As for the ten horns, out of this kingdom ten kings shall arise..." (The source of the "ten horns = ten kings" interpretation).
  • Ps 2:2: "The kings of the earth set themselves, and the rulers take counsel together, against the LORD and against his Anointed..." (The archetype of worldly rulers opposing God and His Christ).
  • Deut 10:17: "For the LORD your God is God of gods and Lord of lords..." (Source for Christ's title).
  • Rev 19:16: "On his robe and on his thigh he has a name written, King of kings and Lord of lords." (Christ's title when he returns in victory).

Cross references

1 Tim 6:15 (God as King of kings); Dan 2:44 (God's kingdom smashing all other kingdoms).

Revelation 17:15-17

And the angel said to me, “The waters that you saw, where the prostitute is seated, are peoples and multitudes and nations and tongues. And the ten horns that you saw, and the beast, these will hate the prostitute. They will make her desolate and naked; they will eat her flesh and burn her with fire. For God has put it into their hearts to carry out his purpose by being of one mind and handing over their royal power to the beast, until the words of God are fulfilled.”

In-depth-analysis

  • Verse 15: The angel explicitly interprets the "waters" from v.1, confirming the global scope of the prostitute's influence.
  • These will hate the prostitute: The shocking turn. The political/military power (the beast and his allies) turns violently against the religious/cultural/economic system (the prostitute) that once gave it legitimacy. An alliance built on evil is inherently unstable and self-destructive.
  • Desolate and naked... eat her flesh and burn her with fire: Language depicting total, brutal, and humiliating destruction. Stripped of wealth, shamed, utterly consumed.
  • God has put it into their hearts: The ultimate theological statement of the chapter. God is sovereign even over the wicked actions of evil men. He uses the beast's rebellion to accomplish His own purpose: the judgment of Babylon. The beast thinks he is asserting his own power, but he is merely an instrument of divine judgment.

Bible references

  • Eze 16:37-41: "...I will gather all your lovers...and I will give you into their hands... They shall strip you of your clothes...and they shall burn your houses with fire." (God using Israel’s idolatrous allies to judge her—a direct parallel).
  • Isa 10:5-7: "Woe to Assyria, the rod of my anger... I send him against a godless nation... But he does not so intend..." (Example of God using a wicked nation as His instrument of judgment, even though the nation has its own selfish motives).
  • Rev 18:8: "...she will be burned up with fire; for mighty is the Lord God who judges her." (Confirms the destruction by fire is a divine judgment).

Cross references

2 Chr 36:17 (God bringing Babylonians against Jerusalem); Acts 4:27-28 (Herod and Pilate did what God’s hand had predestined).

Revelation 17:18

And the woman that you saw is the great city that has dominion over the kings of the earth.

In-depth-analysis

  • The great city: The final verse makes the identification explicit. The woman, the prostitute, is a symbolic representation of a real-world city that exercises global power.
  • Dominion over the kings of the earth: This cemented the identity for the original audience. In the first century, no city fit this description other than Rome. For futurist interpretation, this will be the capital city of the Antichrist's final world empire.

Bible references

  • Rev 11:8: "...the great city that spiritually is called Sodom and Egypt, where their Lord was crucified." (Jerusalem is called a "great city" in a negative light).
  • Rev 16:19: "And the great city was split into three parts, and the cities of the nations fell." (Reaffirms the focus on a "great city" during the final judgments).

Revelation chapter 17 analysis

  • Distinction Between the Woman and the Beast: It is crucial to see that the harlot (Babylon) and the beast (Antichrist's empire) are two distinct entities. The harlot represents a seductive religious-cultural-economic system that uses worldly power for its own ends. The beast is the raw political and military power itself. They are allies for a time, but their goals ultimately conflict. Pure, godless power (the beast) eventually finds the religious system (the harlot) to be a rival and destroys it.

  • God's Absolute Sovereignty in Judgment: Verse 17 is the theological heart of the chapter. God’s sovereign purpose is accomplished even through the hateful and destructive intentions of evil agents. He ordains that the beast will destroy the harlot, fulfilling His words of judgment. This shows that no evil is outside of His ultimate control.

  • Parody as a Key Theme: The chapter is filled with demonic parodies of divine realities.| Divine Reality | Satanic Parody || :--- | :--- || God: "who was, and is, and is to come" | Beast: "was, and is not, and is to come" || Bride of Christ (Rev 19, 21): Pure, holy | The Great Prostitute: Impure, abominable || God's people: sealed on the forehead | The Prostitute: marked on the forehead with evil || Jerusalem from above: mother of the free (Gal 4:26) | Babylon: "mother of prostitutes" || High Priest's holy garments | Harlot's gaudy attire (purple, scarlet, gold) |

  • Completion of OT Prophecy: Revelation 17 acts as the ultimate fulfillment of all Old Testament prophecies against historical Babylon (Jer 50-51) and Tyre (Eze 26-28). It takes the sins of those cities—pride, idolatry, materialism, and persecution of God's people—and applies them to the final, ultimate world system that opposes God.

Revelation 17 summary

Revelation 17 explains the judgment of "Babylon the Great," a global system of false religion, wealth, and idolatry personified as a great harlot. She rides and is allied with the beast (the Antichrist's political empire) and is guilty of intoxicating the nations with evil and persecuting the saints. In a shocking turn orchestrated by God's sovereign will, the beast and its allied kings will violently destroy the harlot, paving the way for the Lamb's ultimate victory.

  14. 14 They will wage war against the Lamb, but the Lamb will triumph over them because he is Lord of lords and King of kings?and with him will be his called, chosen and faithful followers."
  15. 15 Then the angel said to me, "The waters you saw, where the prostitute sits, are peoples, multitudes, nations and languages.
  16. 16 The beast and the ten horns you saw will hate the prostitute. They will bring her to ruin and leave her naked; they will eat her flesh and burn her with fire.
  17. 17 For God has put it into their hearts to accomplish his purpose by agreeing to hand over to the beast their royal authority, until God's words are fulfilled.
  18. 18 The woman you saw is the great city that rules over the kings of the earth."

Revelation chapter 17 esv

  1. 1 Then one of the seven angels who had the seven bowls came and said to me, "Come, I will show you the judgment of the great prostitute who is seated on many waters,
  2. 2 with whom the kings of the earth have committed sexual immorality, and with the wine of whose sexual immorality the dwellers on earth have become drunk."
  3. 3 And he carried me away in the Spirit into a wilderness, and I saw a woman sitting on a scarlet beast that was full of blasphemous names, and it had seven heads and ten horns.
  4. 4 The woman was arrayed in purple and scarlet, and adorned with gold and jewels and pearls, holding in her hand a golden cup full of abominations and the impurities of her sexual immorality.
  5. 5 And on her forehead was written a name of mystery: "Babylon the great, mother of prostitutes and of earth's abominations."
  6. 6 And I saw the woman, drunk with the blood of the saints, the blood of the martyrs of Jesus. When I saw her, I marveled greatly.
  7. 7 But the angel said to me, "Why do you marvel? I will tell you the mystery of the woman, and of the beast with seven heads and ten horns that carries her.
  8. 8 The beast that you saw was, and is not, and is about to rise from the bottomless pit and go to destruction. And the dwellers on earth whose names have not been written in the book of life from the foundation of the world will marvel to see the beast, because it was and is not and is to come.
  9. 9 This calls for a mind with wisdom: the seven heads are seven mountains on which the woman is seated;
  10. 10 they are also seven kings, five of whom have fallen, one is, the other has not yet come, and when he does come he must remain only a little while.
  11. 11 As for the beast that was and is not, it is an eighth but it belongs to the seven, and it goes to destruction.
  12. 12 And the ten horns that you saw are ten kings who have not yet received royal power, but they are to receive authority as kings for one hour, together with the beast.
  13. 13 These are of one mind, and they hand over their power and authority to the beast.
  14. 14 They will make war on the Lamb, and the Lamb will conquer them, for he is Lord of lords and King of kings, and those with him are called and chosen and faithful."
  15. 15 And the angel said to me, "The waters that you saw, where the prostitute is seated, are peoples and multitudes and nations and languages.
  16. 16 And the ten horns that you saw, they and the beast will hate the prostitute. They will make her desolate and naked, and devour her flesh and burn her up with fire,
  17. 17 for God has put it into their hearts to carry out his purpose by being of one mind and handing over their royal power to the beast, until the words of God are fulfilled.
  18. 18 And the woman that you saw is the great city that has dominion over the kings of the earth."

Revelation chapter 17 nlt

  1. 1 One of the seven angels who had poured out the seven bowls came over and spoke to me. "Come with me," he said, "and I will show you the judgment that is going to come on the great prostitute, who rules over many waters.
  2. 2 The kings of the world have committed adultery with her, and the people who belong to this world have been made drunk by the wine of her immorality."
  3. 3 So the angel took me in the Spirit into the wilderness. There I saw a woman sitting on a scarlet beast that had seven heads and ten horns, and blasphemies against God were written all over it.
  4. 4 The woman wore purple and scarlet clothing and beautiful jewelry made of gold and precious gems and pearls. In her hand she held a gold goblet full of obscenities and the impurities of her immorality.
  5. 5 A mysterious name was written on her forehead: "Babylon the Great, Mother of All Prostitutes and Obscenities in the World."
  6. 6 I could see that she was drunk ? drunk with the blood of God's holy people who were witnesses for Jesus. I stared at her in complete amazement.
  7. 7 "Why are you so amazed?" the angel asked. "I will tell you the mystery of this woman and of the beast with seven heads and ten horns on which she sits.
  8. 8 The beast you saw was once alive but isn't now. And yet he will soon come up out of the bottomless pit and go to eternal destruction. And the people who belong to this world, whose names were not written in the Book of Life before the world was made, will be amazed at the reappearance of this beast who had died.
  9. 9 "This calls for a mind with understanding: The seven heads of the beast represent the seven hills where the woman rules. They also represent seven kings.
  10. 10 Five kings have already fallen, the sixth now reigns, and the seventh is yet to come, but his reign will be brief.
  11. 11 "The scarlet beast that was, but is no longer, is the eighth king. He is like the other seven, and he, too, is headed for destruction.
  12. 12 The ten horns of the beast are ten kings who have not yet risen to power. They will be appointed to their kingdoms for one brief moment to reign with the beast.
  13. 13 They will all agree to give him their power and authority.
  14. 14 Together they will go to war against the Lamb, but the Lamb will defeat them because he is Lord of all lords and King of all kings. And his called and chosen and faithful ones will be with him."
  15. 15 Then the angel said to me, "The waters where the prostitute is ruling represent masses of people of every nation and language.
  16. 16 The scarlet beast and his ten horns all hate the prostitute. They will strip her naked, eat her flesh, and burn her remains with fire.
  17. 17 For God has put a plan into their minds, a plan that will carry out his purposes. They will agree to give their authority to the scarlet beast, and so the words of God will be fulfilled.
  18. 18 And this woman you saw in your vision represents the great city that rules over the kings of the world."
